Thanks for the replies. My settings page has the default entries, as listed by MymsMan. There are no additional settings visible. The webif-error.log is empty. This is persistent across multiple browsers and devices. I do not have 'epgkeywords' installed to the system.

Just in case anybody cares, the HDR-2000T does not suffer this same shimmering when outputting 1080p. I.e. the video processing seems to be improved compared to the HDR-FOX T2.
