Interesting. I wonder whether your CF installation is currently running properly! How long have you ben using it? Do you have the no_plugin_autodisable flag set (if you don't know, then you don't)? When using the WebIF, do you get a "some packages have been disabled" message pop-up?
128kbps stereo means two separate 64kbps channels, whereas joint stereo exploits the similarity between the L and R channels by encoding both together. If the signal is actually more-or-less mono, you're effectively getting 128kbps.
