In this case, pulling a USB plug (as it turns out) is the easiest possible way of totally eliminating the HDD being the cause, however unlikely that might be.

I can see no earthly reason why anything or anyone should indicate NOT to bother to check it, can you.
I was just thinking about the board under D1 looking a bit on the slightly 'burnt' side, and your diagram also leads me to suggest a check that D1 is still a diode.
I haven't confirmed anything:roflmao: but as you intimated, a recheck would be confirmatory thing for OP to do. I also suspect there is current limiting citcuitry within the box, that a whisker of outer braid across one of the F sockets would kick into action.
If you are not getting the 13/18v dc at the rear connections with nothing connected, then it seems that the box is broken. Now whether this has been a random box failure (most likely imo), or a failure caused by a duff LNB who knows.
But what is for sure, is that 'it won't work' on a neighbours...
Could be any of the above. so try to eliminate them one at a time'
Naive assumption. There are 4 possible 'states' that the LNB can be in, and you can loose 1 or more without necessarily loosing the others.
11428H is good enough for government work. The box's AFC will pull it in if its there...
Don't start going down rat holes of assumption.
Can you actually receive at good signal strength 11426, H, 27500, 2/3? If not, that's your primary problem.
