The only things which will not get reinstated is any task which has been added to the queue manually. Jobs which are the result of auto-processing will just get re-added.
Or a glitch (such as a corrupted queue.db file) just needs sorting out and everything will be fine after that.
My old analogue PVR had editing functions, but I suspect the problems with the editing provided on early digital PVRs persuaded the makers it wasn't worth the hassle. There is no way to edit a DVB stream cleanly unless you first convert it to a more amenable format.
If you are only running it for maintenance purposes you are better off with lo-tech behind-the-bleeding-edge versions of software. I've been on the Mint forum since I started playing with it for my self-build Ryzen PC, and frankly a lot of people have problems with 20 (including me) according...

Which Linux in particular? I prefer Linux Mint, which is very Windows-like, but avoid 19.3 or 20. You don't need anything modern for what you want, and I'll add a link later for a "rescue" version (not necessarily Mint).
