dudupe logic

Hi Can anyone tell me the logic (if any) that is used on which file to retain when a duplicate is identified? Is it just earliest file stays same, later file gets renamed as duplicate? Reason for asking is i have lots of duplicates and often some are too short ie program is clipped so ideally...
