Accent characters in file names

I just wondered if there was any solution to handling accented characters in WebIf?

I tried to download some Pokémon episodes and was getting not found errors
I checkedthe url and Web-If was trying to download

/Kids/Pok%EF%BF%83%EF%BE%A9mon%20Animated%20Series_20180101_1733.ts

but the correct path was

/Kids/Pok%C3%A9mon%20Animated%20Series_20180101_1733.ts

I found this old thread, but it didn't seem to reach any conclusion
