I don't think that's the only conclusion. 73% strength and 50% quality? C'mon, there's something else going on here.

It's easy to poo-poo ideas and suggestions, not so easy to come up with alternatives. I agree with prpr that there is something weird with the figures, but I don't know how we can narrow it down without trying the experiment of substitution.

But usually, trying exactly the same thing again produces exactly the same results.
Incidentally,the main 6 mpxs are at 100kW that means that com 6 is not at lower power than the others, but com 7 is at about 1/4 power. And the T2 (psb3/BBCB) is the same strength as the other 5.
Just as a suggestion.
Do an auto tune with no aerial connected to clear out the tuning database.
Connect the aerial then do a manual tune for the main 6 winterhill multiplexes, not forgetting to select T2 for the BBC B mpx
Report sig str/qual for all 6 mpx's
