T1010 irregular powering up

Hi, this is my first post, so I hope I am not being a pest. I have a Humax DVR T1010, it has been a great machine for many years now, but recently it has decided to start playing up.
The main problem is that it will not always come on from a standby position, and it does not respond to remote or manual encouragement as it were.
I have done all the usual trouble shooting to no avail, the problem is it does sometimes comes on.
I have checked the PSU, and it is fine I get 12.2V as expected, and when working as expected, the HDD powers up, and the power plug to it reads the correct voltages, when it does not power up the voltages at this plug are 0.0v. I have changed all 10 of the old capacitors on the motherboard, the fan works and the heatsink over the main chip get hot, I am not sure what else to try.
Any suggestion will be very much appreciated.

Does anyone have any ideas please ?
 
I will attach a photo of the motherboard of the T1010, the problem is one of HDD powering up, the Usb ports also fail to power up, the power points for both the usb and the HDD have 0.0v, so how are these points powered?
tv-tony on an alternative site has had a lot of success repairing these by re-balling , and, as far as I can tell from his posts, occasional capacitor replacement

Re-soldering the very tricky BGA (ball grid array) surface mount components, where the solder joints are entirely hidden underneath the component in question (usually a large-scale integrated circuit with many PCB tracks, eg the processor or a memory chip). Not for the faint-hearted, and definitely requiring skill and some specialist equipment.
 
So having read all the information on the myhumax.org site regarding the T1010 it would appear the problem that stops the box in its tracks is the microprocessor, when I think about it, it does not surprise me at all as it runs very hot and the cooling afforded to it is very poorly designed as to be of no use at all.
In any case re-balling is not something that I can do, and therefore that is that.
