transmission cuts out the rest of internet traffic

When I turn transmission on, the rest of computers on the network can't connect to the internet. This is a new occurrence. When the download hardly reaches 150kbps it's hardly taking all the bandwidth currently at 16Mbps.
What could be happening?

Have you checked for duplicate ip addresses on network?
Could be caused by conflict.

Doesn't look like it.

I think it's Sky's bb fault. My upload speed has now decreased after the move to sky so my upload limit was too high leaving no headroom.
