Looks like BBC3 is to be replaced by BBC1 +1

To state the obvious ...
Replacing BBC3 with BBC1+2 may be less controversial. BBC1+2 = BBC3

I would favour BBC1-1 personally. I could watch the 10 o'clock news at 9pm.

Will it still be listed in the Radio Times?

RT isn't run by the BBC, so they will presumably make their own decision, but I'd think probably not - yet.
I don't think they show any internet TV at present (at least I haven't noticed any, but I only trawl the main channel and Freeview pages so might have missed it) and if they show one IP channel they will open the floodgates. I suppose it will come one day.
