DDoS?

The forum currently has 18,788 Banned users, and these can still access the forum, but I don't think they can actually do, or see anything apart from various error messages, or blank pages.
We are now up to 19,261 Banned users.

But "guests" don't need to be logged in anyway. Just now there were 11k+ guests and the forum was flakey, now it's down to 5k it's much better.

If there are 11k+ guests it isn't a limit on what guests do that is required. The number of simultaneous guests that can view the site needs to be limited.
Do we know if some/many of the guests are from the same/similar IP address(es)?

The XenForo extension is probably overkill for or needs which could be probably be satisfied with a simple rule like
If use is 'guest' and guestct > 500 then return "Not Authorized"
that would allow for a resonable number of genuine guests
But I think we still need @af123 to actually implement any changes

I have made a few more adjustments, and now Banned Members, and Unregistered/Unconfirmed visitors should not be able to view the forum.
This includes Guests, and Robots, and therefore this may have a negative impact on search engine indexing.

We will have to see how this goes for a day or two.

I have this site set on my Opera speed dial and clicking on its icon usually takes me straight to the Forums page where I can view as guest or then log in if I want to post however now clicking on the icon takes me straight to the log in screen instead forcing me to log in before I can see the forums. It would have been easier to just say it is now a members only site that requires you being logged in to use it.

Looking at who is here now shows a couple of hundred guests and bots viewing a variety of different forum pages, how is this possible if I cannot even get to a forum list now without signing in let alone a page. Are they just still here from before the changes so unaffected by them?

Ditto.

This site is on my speed dial, but I appear to have logged in such that I'm remembered. I rarely need to login explicitly.
There is a box to tick on the log in page which keeps you signed in for 30 days, which is what I use.

Is it such a hardship to log in to view, and participate on the forum?

They are seeing an error message, as indicated by an exclamation mark in a triangle, see screenshot below.
