IR2020 Decryption

I had an enquiry by PM, for some reason the poster thought that was the better way to get info about a machine I know nothing about...

To cut to the chase he/she wants to get a recording marked Enc off the box, and the .TS copied to USB doesn't play in VLC (surprise surprise Cilla).

What's an IR2020? Does it have anything in common with a HDR-FOX??
