Is there a download page for the sources of packages for the FOXSAT-HDR similar to hummypkg.org.uk/packages.html for the FOX T2?

The "source" links on the HDR Fox T2 page all go to the same place and are not necessarily the source code for the packages as delivered now. It's just a copy of the original at some point in time, not updated, and not really a huge amount of use.
For the Foxsat, I don't know. You'd have to ask the original developers, most of whom have disappeared.
Maybe if you explained exactly what you wanted them for and what you were actually trying to achieve...

I think you would struggle with creating packages for the Foxsat CF, the support has evaporated.

Your best bet is to pick an existing package, unpack it and reverse engineer it from there. Depends what level you want to go to though. Some stuff is done in shell script, some in Jim script and some in compiled code, typically C. The readable scripts are reasonably easy to deal with. Compiled C code without the source is a non-starter (unless you are a genius like af123).
Most, if not all, of the stuff on the Wiki relates to the Fox T2 CF, not the Foxsat.
It's the same as creating them for the Fox T2, albeit the C compiler targets a different processor type (mips rather than mipsel), but compilers are available for both.

Yes, but can it then be uploaded to the repo? If he only wants to use it privately, perhaps that doesn't matter.
