From Web-If >> diagnostics replace the word General with remove_portals and click on Run Diagnostic, then install new portal from the packages screen

Thanks Ezra. That found the problem. Apparently I have somehow downgraded to 1.02.32 and the New Portal won't run on that. I will upgrade to 1.03.12 and try again and am sure it will be fine now. Thanks for everyone's help and sorry to be so dumb!!
