As with a wing the aerofoil shape of a fan blade will generate much of its pressure on the 'back' of the blade. Even a thin film of dust making the surface rough could have a significant effect on the pressure and this flow.
If the resulting floor is low enough the angle of attack will rise and the blades could also stall, though that's entirely theoretical and I'd hope unlikely.
