How exactly are you doing this then (because I've only ever seen the numbers for the last mux. manually tuned, and everything else being zero)?

For some transmitters the region's DVB-T frequency channel numbers are broadcast correctly, and one of those transmitters is Crystal Palace. This means that I can manually tune to Crystal Palace by:
1/ Clear all existing tuning;
2/ Manually tune any secondary DVB-T2 muxs with Network Search off;
3/ Manually tune PSB3 with Network Search on.

Does step 3 (presumably you mean only for COM7 now) not clear all the strength/quality data for the muxes obtained in step 2?

I've corrected my post as step 2 and 3 were in the wrong sequence. Thanks
