Tuning problems

Not by much! The primary consideration is the symbol frequency, which is the first harmonic. To all intents and purposes the symbol frequency for 1080i will be half that of 1080p.

(1920x1080 pixels)x(3x8 RGB data)x(25 frames per second)/(3 serial channels)=400MHz (roughly).
You need to look at not the aggregate across a whole second but what happens within 1/25 of a second, and the effect that having 1 large burst or 2 half bursts within that 1/25th of a second has.
 
I really don't understand what you're getting at. The way I understand it, the bit rate is adaptive - so transmitting half the data per 40ms uses half the bit rate, not the full bit rate for half the time.
