When i try to access hummy.tv in the usual way i get a message saying hummy.tv closed the connection. But it works if i use tor. Ive done the usual things like re-starting the pc and router. Its the same with a new i.p address. This is using the 3 network.

There's no problem accessing the site via smarty (3) or Lebara (Vodafone). Not sure what you mean by new IP address. A search for hummy.tv gives me a German location!

What do you mean – giving yourself a new IP address? I suppose there is a risk your IP address has been blocked, if the address dynamically assigned by your ISP was previously associated with malefactors.
 
I did wonder about that Blackhole so i did a restart on the router and when i checked on whats my ip it had changed. I am using the 02 hotspot on my phone at the moment, maybe there is something odd thats local to me.

ISPs deliberately cycle your IP address on the WAN so you can't operate a website or something at a fixed IP address, without paying extra to have a fixed IP address. There are ways around that, but...

As a "client" rather than a "server", your WAN address is largely irrelevant... unless it turns out to have been blacklisted. However, I recommend you look for something very local, perhaps the browser itself.
 
Internet Explorer can hardly display anything these days. Difficult to find a working browser for my old XP machine - there is one, but I forget it's name.
Perhaps you mean the AI infested slop that is Edge?
