Oh yes.
Looking at the forum listing that thread has a little ? on it.
So I tried starting a new thread and at the top there are tabs with discussion as default. There is also a tab for question (and others), and I guess the OP selected that.
Presumably it's a function for people to vote for the most useful answer(s), rather like you get on Amazon and some other reviews.

Posts with up and down vote options are in a thread which has been allocated "Question" format, which has the intention that the OP is the question and then following posts are answers which can be ranked according to quality by vote. It's pretty much useless if the original question then requires discussion, so that the actual answer might be spread over several posts.

I think the OP has a one-time option to choose which thread format to choose, at the time of posting, according to the options made available for that particular forum section, but for my money we have such a long history of being "Discussion" only (and maybe "Poll") the other choices might as well not exist.
