Cannot see the TV Portal page

Ok I have installed 1.03.12-3 version of the CF. Tried the webpage and get the following error not surprisingly -

!! ERROR - No network connectivity to package repository !!
The online repository hosted at http://hpkg.tv is not reachable.
Check your Internet connection and DNS service and then try again.

I have telnetted in so, gurus, what is next? I can ping my PC but not any ip outside of my domain. I can't see why my router is not allowing outbound traffic. Is it anything to do with NAT?
 
As I said I tried ping and it did not work. So I just happen to try the webpage again and this time it worked except for the error "Cannot create symlink from var/mongoose to '../webif': File exists.". I don't know if that is important.

And so the TV Portal works again, hurrah.
