Actually it was the Swedish government. Sweden used to drive on the left like the UK, but had a big changeover in the 1950s (?), the entire country in one day. As part of that the law required sidelights on all the time to reduce issues with people driving on the previous side of the road. Then because sidelights were legally required, Swedish car manufacturers started removing the ability to turn sidelights off.
Doesn't this just underline my point that DRLs are stupid (rhet.)? OK, they had a purpose, but only temporarily and now we're stuck with a white elephant.

However, for something you say started in the '50s, it took a long time to become the required standard for new cars (unless it's only hit us since EU membership). My 2007 car doesn't have them. Volvos were always known for having permanent sidelights.

I agree completely. But the original Swedish version did not have the flaw that there is no light at the back now with DRLs.

3 September 1967 now I've checked: https://en.wikipedia.org/wiki/Dagen_H and this is why Volvos had permanent sidelights. Jasper Carrot had a sketch in the 1970s taking the piss out of the Volvo permanent sidlights.

I have no idea how things evolved from that into Daytime Running Lights. My question is: can you disable them?

Yes I appreciate you could not count them but that is not my point, nor is it the answer to my question m'lud.

By your own admission you "didn't see" them so I ask you again, how can you state or know they actually existed if you were unable to see them?

Or did you mean you were unable to initially see them at a safe distance until you discovered that to avoid them you either had to brake hard, swerve or indeed actually collide with them?

I rest my case.

You don't need to be able to see something to know it exists.
You could: hear it, smell it, touch it, taste it, see evidence of where it has been, or even "just have that sort of feeling" about it.
I haven't seen Black Hole (is that even possible?), but I presume he exists.

It's a car. Bloody touchscreens, cars should have real buttons.
My feeling is that touchscreens should be totally disabled while on the move while having a small number of physical buttons / knobs for basic operation such as volume control.
