Oh dear. I wonder whether this disease will spread to That's TV 3 – I'm currently enjoying their re-run of Upstairs Downstairs. Not something I would normally get interested in (I have never bothered with Downton), but from childhood nostalgia.
 
All OK on satellite ($ky, Freesat and FTA receivers), I believe. Also the LOcal TV versions are OK.

Some speculation of reasons on DigitalSpy forum. It may be significant that only the Arqiva-encoded/owned muxes are affected.

Local TV being Comux and Thats3 on the troublesome D3&4.
That's on satellite look to all be on an ITV/STV encoded transponder.
 
Scandalous how these organisations aren't accountable isn't it?
And what's the useless regulator doing? The usual nothing useful.

And now it's a re-rerun. Just got to the end, then started again from Episode 1. (I didn't realise the first series was in B&W – I suppose it was the early days of colour broadcasting in the UK, and no doubt it was much cheaper to produce in mono.)
 
I never watched the series and have no idea when it started.Early series of many programmes were in B&W (Public Eye, Callan, Special Branch) Also in the early days of colour on ITV wasn't there a strike and some episodes of a colour series were recorded in B&W? - Not sure why.
