Never mind the rules, which I agree are in prpr's favour. I see someone refusing to play the final black as conceding the frame, not winning it. Just attempt to pot the damn thing and let the opponent concede.
 
Yes it is. You are not required to pot the black and can claim the frame if you are more than 7 points ahead, since there is absolutely 0% chance that the opponent can score more than 7 points.
Perhaps you ought to read the rules. Section 2 Rule 1(b).
Surely an opponent could trip up on their way to their first visit to the table after the break off and break their arm and have to retire injured thus the frame is conceded and completed at a score of 0-0?
 
Don't be silly. You can't get that many into one of those titchy boats. I recon about 17 max.
