Did you check that setting on your iCloud for your iPad?

I don't have a SIM (or even a SIM socket) in my iPad, but I'm sure that doesn't make a difference. iPhones has call-handling hardware, iPads don't (even those with data SIMs).

That's for getting SMS and iMessages sent to your phone's number to also appear on your iPad, which works find for me. It's the iPad's SIM phone number I need to be able to receive on.
