Transmission Torrent Problem

transmission 2.73 now in the repository. Also adds the settings file as a quick link in webif->Diagnostics->File Editor if webif is upgraded to 0.10.0-2
 
transmission 2.73 seems to appear and disappear in the Web-If Main screen when enabled and disables using 'services' much more cleanly. It might be worth noting that any Blocklist that was previously setup will need to be set up again. Notes HERE
