Yes, a start action is supposed to load the driver and allow the virtual disk to become available as a one off but will not load the driver on next boot. In common with the other scripts in /mod/etc/init.d they are run on startup if they start with 'S' and not run (disabled) if they start with 'Z'.
The enable/disable actions on this script control whether the driver is loaded at startup. The service command does the right thing when enabling or disabling this script in that it will run it with the enable or disable parameter and rename it as appropriate.

I will do something with the dependency and create a new version, probably tomorrow.
