Sectors are re-read in an attempt to recover the data, and reallocated. The whole idea is to intervene before data loss.

Reallocation only happens on write, not read. Unless you are copying a file then deleting the original, freeing up the space for re-use, then you are unlikely to grab the data before it's gone.
