What's the difference between "millionth" and "one millionth of..."?
You can't infer anything from just the word itself. It's just an ordinal.

OK, the difference is something divided by a million and one divided by a million.
In the example given it is something divided by 10 to the 45th power which makes it jolly small as opposed to jolly big.
