Ok why not repeat your test again, but with a small difference.
Unplug the fourth powerline, so that only three are in use (for the router and the two HDR). Unplug the Xbox.
If it streams ok, then the fourth device or the Xbox are suspect.
If it doesn't stream ok, then it may be:
mains ring circuit or wiring/socket issue;
anything(*) attached to mains ring circuit.
* Eg hob, oven, fridge, freezer, washing machine, dishwasher, kitchen appliance, boiler, anything running off a mains socket, anything running off the mains ring, etc.
