Presumably the hotplug file only updates at boot time, so wouldn't cope with an ad-hoc drive?

"Hotplug" is the clue, it updates whenever a USB drive is connected as well as at boot time.

There is a known bug in that it does not update when a drive is disconnected. This should be fixed in a future update to the CF. I don't think it is a major problem at the moment.
