Assume v. Presume

Mail today is referring to "railway tracks" in the main article but "train track" in the image caption. Different authors no doubt - some office subbie knocks up the captions.
 
I hadn’t spotted that. The idiots in the photos caught my attention. Railway, rail and train tracks. It’s all over the place.
 
What I would like to know is how the hell you can "roll out" (verb, hyphenated or conjoined) anything that hasn't got any bloody wheels?
Originally used for aircraft I believe.

Ok, so you can roll out wheels, cylinders. barrels etc. But you sure as hell can't roll out much of the stuff they suggest you can.
